Return N10m or more you took as running cost or I will stand as a witness against you in court - Abdulmumin Jibrin tells lawmakers

A day after he was suspended by the House for failing to appear before the Ethics and Privileges committee over allegations of budget padding he leveled against Speaker Dogara and others, Abdulmumin Jibrin, has released a statement in which he demanded all the lawmakers in the house to return the over N10 million monthly running cost money they have fraudulently collected since they came into the chambers or he will stand as a witness against them in coutrt.

In a statement he shared on his Facebook page, Jibrin said he has sent a letter to all the lawmakers asking them to return the money to the Clerk of the House.

With regards to the Presiding and Principal Officers, Jibrin says he has given them 72 hours ultimatum to make public the total amount they have received as running cost in their entire stay in the House and failure of which he will proceed with necessary legal action to compel them to make the total amount each of them have received public. According to him, Nigeria is currently facing economic recession and so needs all of such money. Read the statement below...

I HAVE COMMENCED THE PROCESS OF EXPOSING THE RUNNING COST AND ALLOWANCES OF MEMBERS OF THE HOUSE OF REPRESENTATIVES AND SYSTEMIC CORRUPTION THERE IN WITH MY LETTER TODAY TO HON MEMBERS TO REFUND ANY MONEY STOLEN OR ILLEGALLY TAKEN. READ LETTER BELLOW AND LIKE-SHARE-COMMENT IF YOU SUPPORT A TOTAL WAR AGAINST CORRUPTION IN THE HOUSE
September 29, 2016
TO ALL HONOURABLE MEMBERS
HOUSE OF REPRESENTATIVES
NATIONAL ASSEMBLY
ABUJA
My dear Colleagues,
BURDEN OF PROOF OF EVIDENCE: RUNNING COST OF HONOURABLE MEMBERS OF THE HOUSE OF REPRESENTATIVES
I wish to draw your attention to the fact that since you suspended me yesterday and the suggestion of the Ethics Committee report that my allegations were generalized and without proof, I have come under intense public scrutiny and pressure to prove that there exists systemic corruption in the House. I have taken it as a responsibility to prove to the public that the House is a den of systemic corruption. As colleagues, I have bound with many of you and built a life long friendship.
I have some of you that I hold in high esteem. If you end up at the receiving end of the actions I will be taking up in the next few days, I want you to know there is nothing personal but commitment and fervent desire to ensure that corruption is wiped out of the House and reforms that will restore the battered image of the House and take back the House to the Nigerian people is implemented.
Consequent upon the above and before I proceed with the aggressive steps I intend to take, I hereby DEMAND that if you have illegally taken or stolen any money meant for the RUNNING COST OF YOUR OFFICES FOR YOUR ENTIRE STAY IN THE HOUSE, YOU SHOULD RETURN THE MONEY WITHIN ONE WEEK TO THE CLERK OF THE NATIONAL ASSEMBLY AND FOR THE PURPOSE OF CLARITY, I AM REFERRING TO ABOUT 10MILLION NAIRA YOU COLLECT FROM TAX PAYERS' MONEY MONTHLY OR MORE IN THE PAST. THE CLERK WILL PROVIDE YOU WITH OFFICIAL ACCOUNT DETAILS, FAILURE OF WHICH I WILL TAKE NECESSARY ACTION TO ENSURE THAT YOU RETURN ANY MONEY STOLEN AND STAND WITNESS AGAINST YOU IN CASE OF PROSECUTION.
I have written to the Clerk of the National Assembly to stand by in anticipation. In the face of the revenue challenges and biting hardship the country is currently facing, there is no better time the country needs such money than now.
In the case of the Presiding and Principal Officers, in addition to my demand in this letter which applies to them too, I have written them yesterday and gave them 72 hours ULTIMATUM to make public the total amount they have received as running cost in their entire stay in the House, failure of which I will proceed with necessary legal action to compel them to make the total amount each of them have received public.
There are other issues of monumental corruption in the House that I will be raising in the following weeks which we must all deal with, but first lets get done with this one.
Thank you.
God bless.

FG to build Ranches, Grazing Reserves for Herdsmen

The Secretary to the Government of the Federation, SGF, Engr. Babachir David Lawal has stated that the Federal Government will establish ranches and grazing reserves for herdsmen across Nigeria.

Disclosing this in Abuja, when he played host to a delegate of Tabital Pulako Njode Jam Foundation, The SGF assured that government aims to end the lingering crises between herdsmen and farmers.

A statement by the Director of Press in the office of the SGF, Bolaji Adebiyi quoted Lawal as saying that the attacks on farmers across the country was the handwork of foreign herdsmen.

According to the statement, Lawal “reiterated the decision of the present administration to establish ranches and grazing reserves across the country as a solution to the incessant clashes between Fulani Cattle Rearers and Local Farmers.

“He also noted that nomads from outside Nigeria have migrated into the country and that they are the ones perpetuating most of the crimes on the farmlands.

“He assured that government will do the needful to enlighten Fulani Herdsmen on how to make cattle rearing more profitable by utilizing the ranches and reap other social and political benefits that such settlements will offer.”

It's madness for anybody to come into government to look for money- VP Osinbajo says

Vice President President Yemi Osinbajo says that it is madness for people in positions like President Buhari and himself to come into office and look for money to loot.

A statement by his Senior Special Assistant on Media and Publicity, Laolu Akande, quotes Osinbajo as saying this while receiving a delegation of Christian Ministers Welfare Initiative also known as the Pastors’ Forum, Taraba State, at the Presidential Villa, Abuja yesterday.

“This morning, I had a meeting with the President and he repeated to me twice, he said ‘at my age, there is only one thing I am looking for, I want to see a great Nigeria.’ He has no other objective and I feel very inspired by that. It is madness for anybody in our position to be looking for money. According to him, God put people in a position of authority for them to be able to do something for their people. I think if any Nigerian gets the chance to be President of the country, there is nothing he/she is looking for anymore, except that, while there, you improve the lot of the people”he said

We Are Already Coming Out of Recession – Finance Minister

Mrs. Kemi Adeosun, the Minister of Finance, has said Nigeria is already getting out of the economic recession, given the pragmatic approaches the Federal Government is taking to reverse the trend.

She said this on Wednesday while fielding questions from journalists at the end of a 2-day National Council of Finance and Economic Development conference held at the Green Legacy Resort, Olusegun Obasanjo Presidential Library, Abeokuta.

It was held in conjunction with the Federal Ministry of Finance with the theme: ‘Enhancing revenue generation and obtaining best value for money in expenditure.’

Commissioners of finance from the 36 states across the country were in attendance. The minister noted that since the problems have been identified, and steps are already being taken to block waste, the road to recovery was sure.

She said, “We are already getting out of recession because of the actions the Federal Government is taking. We're investing more in capital than we have ever invested. We're sorting out infrastructure, we are stopping wastage and so the signs of recovery are already there.”

She explained that agriculture and solid minerals are already starting to grow, as they are responding to government’s policy initiative.

Abdulmumin Jibrin heads to court following his suspension

Sacked chairman of the House of Representatives Committee on Appropriation, Abdulmumin Jibrin, says he has instructed his lawyers to file a suit against the Speaker and the House of Representatives over his suspension from the house Wednesday September 28th.
Jibrin was suspended following his refusal to appear before the  House of Representatives Committee on Ethics and privileges to address the allegations of budget padding he leveled against the Speaker and 13 other lawmakers.  Speaking with journalists in Abuja after his suspension, Jibrin said he fears for the life o those around him as he is fighting a mafia'.

"What is very important also is that now they have done their worst, they have suspended me, what has it changed? Has it changed the fact that the speaker conspired with other principal officers to divert N40 billion out of N100 billion meant for constituency projects. Has it changed the fact that he inserted fraudulent projects worth 20 billion? Has it changed the fact that he diverted multi-million naira project to his personal farm? Has it changed the fact that he tried to use the running cost — money meant for running the offices of members — for a questionable mortgage? Has it changed the fact that he diverted FGN project to his farm. The most important thing is that Nigerians saw the entire process, how the motion was passed and what transpired at the level of the ethics committee and entirely the process was flawed and for me it’s a non-issue and complete nonsense and it is not going to stand anywhere in the world. As you are aware the matter is a subject of litigation.
I have instructed my lawyer, Femi Falana SAN to file charges of contempt against Speaker Dogara and of course the house of representatives and I’m sure the matter will move over to the judiciary and decision will be taken. I’m pretty sure it will be in my favour. At this point, I must say they freed me up to concentrate on the matter in court; I know the suspension is not going to stand. Secondly, I’m going into a massive alliance with civil society groups, NGOs and well-meaning Nigerian to continue to press ahead. I have said it, not once, not twice that it is not going to be easy. I’m not worried about myself but I am more worried about people around me. I think this is a big issue; I’m fighting a group of mafia, and I know what they can do.
The battle I’m fighting is what Nigerians have always wanted to do in the last 16 years when democracy came to bare, to open the house of representatives and I’m determined to ensure that justice is served on Speaker Dogara and the corrupt body of principal officers and beyond that, reforms are implemented so we can have a house that Nigerians will be proud of.”

Why Buhari Cannot Be Given Emergency Powers

by Dr. Peregrino Brimah
When we rejected Jonathan's sale of Nigeria's assets, it was on a simple premise: if you are not competent enough to lead based on your inadequacies or those of your appointees who administrate and advice cluelessly and corruptly, then you lack the authority to take major economic decisions like auction Nigeria's prized assets.

Unfortunately the premise remains thus far for the Buhari Administration.

The Buhari government has failed to demonstrate sufficiently that it has the capacity to rule aptly and intelligently and to sanitize government while putting the masses' and nation's interests and survival above that of the gluttonous, vampire cabal.

The Buhari government has failed in notable obligations and promises. In handling the economy, while wasting most of its first year in a self-challenged pursuit of looted dollars which it promised will serve the economy, it has failed to provide the detailed list of named and shamed looters and the funds recovered as well as their utilization to commensurate the investment and notoriety of its priority. In almost two years, no new courts or laws were introduced as Falana has strongly advised, to make meaningful this prioritized task.

The Buhari administration has failed to prove as it promised the success of this undertaking and while attacking the indicted of the past, has failed to set and demonstrate standards. The pervasiveness of the same corruption among those in power today including chiefs of staff, the Assembly, ministers and army heads among others denies the federal government credence. Such a government has not earned the endorsement to auction assets, as likewise it can only be predicted to fail in the auction process as well as any effectiveness in the application of obtained funds.

Furthermore, the Buhari government failed to abate and actually exacerbated the economic recession by its delayed cabinet appointment and confirmation of ministers and approving the 2016 budget which effectively lost the nation one year as Bloomberg observed. Worse yet, the final approved ministerial list ended up being more political selection than pro-developmental, and with an unremarkable budget, the motivation and competence of the administration is yet to be positively appraised.

Indeed plagiarism, gross nepotism, presidential and assembly budget padding, mass murders, secret mass burials and illegal detentions, kickbacks reportedly received by chiefs of staff and nephews, tolerated estate in Dubai and Massachusetts and too many to mention, other tales of corruption and corrupt appointees within the presidency and ministries supplement this reality fact: that the Buhari "change" government does not have too many more clues and is not so much less corrupt as the PDP governments past.

One Nation Bound By the Cabal
Is auctioning Nigeria's assets to the economic predator cabal for a paltry $15 billion at Dangote's behest, what Buhari requested emergency powers for?

The reality is that a good government can run state treasures profitably and at fair cost to the people. However bad governments cannot. And un-certified governments that cannot run processes properly lack the credibility to be entrusted with running the more serious the process of selling assets. Today the Buhari government literally dashes cabal like Dangote billions of dollars in subsidized forex. This illegality and cabal-partiality has been and is a great part of the cause of the current recession.

The succumbing of the Buhari government to the cabal's desire to swallow our assets are a testimony to the government's acknowledgments that it is not remarkably better than the cluelessly corrupt governments of most of the past 30 years. Many have commented that if we must sell assets to get through a rainy day, what will happen in the future when there are no assets to be sold? And it must be realized that infrastructure built can be destroyed by terror. There is no security for whatever is provided with proceeds of sold assets. Only the cabal will gain from the sale of the assets.

Nigerians must protest against any sale of assets by this government as requested and ordered by the Dangote and his cabal pack. But if we must cabalize our national treasures as the Buhari government succumbs to the vultures who drain Nigeria dry and are now bent on harvesting its last drops of blood, we the people must protest and define our cabalization terms:

If Assets Will Be Cabalized, Then...
If Nigerians fail in their protests against the cabalization of state assets then: the federal government must retain over 50% in any sold or gifted treasure. This condition is borne on the realisation that each time an asset has been sold in the past, the cabal take advantage of the desperate masses by crippling them with the highest rates for utility or product in the world in spite of having gotten the asset for dirt cheap in corruptly skewed bids. A cursory look at the cabalization of cement plants nationwide and Nigerians being forced to pay double global prices for this essential commodity while the owners celebrate massive quarterly profits, highlights this point.

When we look at successful nations like the UAE and China, all major industries are at best, partially privatizing with the governments owning major stock in shared assets. The benefit of this is simple: even if a government tries to regulate the final delivery price of product or service from privatized treasure, it only takes a single corrupt officer or next administration to be bribed to accept unfair price hikes. But once the government retains majority in the partially privatized companies, it can always be easily pushed to set modest rates and even if ever the rates do get exorbitant, at least the masses as co-owners will share in the profit these greedy cabal are raking from their pockets.

Additionally before any cabalization, the National assembly must be overhauled and switched to part-time, with the senate scrapped, copying the more globally common unicameral system to save money. Security votes must be scrapped. The current ministers and central bank governor must be overhauled for inefficiency and frank corruption, and there must be decentralization of power, with Buhari's 2011 promise of true federalism being established.

Say No To The #Cabalization of Nigeria's Assets!

Demand responsible governance.

I won't trade words with Tinubu; I respect him – APC Chairman

The National Chairman of the APC, Chief John Odigie-Oyegun has said he would not be drawn into war of words with the National Leaders of the party, Asiwaju Bola Tinubu, over allegations leveled against him over the Ondo governorship primary until after the governorship election in Edo.

Tinubu had took a swipe at Oyegun over the outcome of the Ondo governorship primary of the APC, declaring that the chairman must step down for rejecting the report of the Appeal Panel set up by the party to review the outcome of the primary in the state and instead submitted the name of Mr. Rotimi Akeredolu (SAN) as governorship candidate of the party to INEC.

Reacting to the development, Oyegun said:
“Asiwaju is a well respected leader of the APC and as such, I cannot be heard speaking evil against him,” saying he had to consult with other leaders of the party before making any definite statement because “you know we have a crucial election here in Edo which is my priority right now”.

According to Oyegun, “I don’t want to lose focus and I know Asiwaju also wants us to win because we all worked hard for this. So may be after the election if there is need, I will speak if there is no need, I will relax.

“But all I can say now is that most of the things said in the papers about me are not true. I have always believed in internal democracy, that the credibility of primary must be taken seriously.”

He added: “I believe that if the primaries of parties are not credible, it may derail any democracy, so I don’t play with these things at all. Everybody knows me and I don’t joke with my credibility and I have tried to maintain it.

“Like I said, Asiwaju is our leader and we all hold him in high esteem, so I will never join issues with him. But may be after the Edo elections, after we must have emerged victorious, we may speak on some of the issues raised. So there is no problem at all."

FOR REAL? Presidency Plotting To Scheme Tinubu Out Of APC Hierarchy – Yakasai

Erstwhile adviser to former President, Shehu Shagari on National Assembly matters, Alhaji Tanko Yakasai, has alleged that there is an evil scheme in the Presidency to completely scheme out the national leader of the All Progressives Congress, APC, Asiwaju Bola Tinubu from the hierarchy of the ruling party.

Speaking from his base in Kano, Alhaji Yakasai charged Tinubu not to hesitate to tackle President Muhammadu Buhari if the latter is seen to be behind anything objectionable.

Tinubu, had while demanding the resignation of APC national chairman, Chief John Odigie-Oyegun, stated that: “There exists a regressive element in the party that cares nothing for the progressive ideas upon which this party was founded. They joined the APC because it was the best ride available at the time. Now they want to guide the party into the ditch. They want to turn the party into a soulless entity incapable of doing good, just like they are.”

Also, former Aviation minister, Femi Fani-Kayode wrote that “They are a small cabal of power-brokers who constitute the leadership of the Buhari-led CPC. These people believe that they were born to rule and that they own Nigeria. They simply used Tinubu’s old ACN as a compliant and ready piggy-back to catapult their way back to power and once they achieved that they never looked back.”

But insisting that Tinubu’s political travails were well-thought-out and plotted in the Presidency, Yakasai recalled that Senate President, Bukola Saraki, had asserted that the APC government has been hijacked by a cabal now in control of day-to-day affairs of running the government.

“People are inclined to believe what the Senate president has said,” Yakasai said, adding that “from all indications, every right thinking person will figure out a sinister plot to completely scheme out Tinubu from the hierarchy of APC and I want to believe this is coming from the Presidency.”

REVELATIONS: Bola Tinubu and Those Who Want Him Dead

by Femi Fani-Kayode
I do not like to delve into matters touching and concerning the All Progressives Congress, APC, because I am not a member.

However what is happening in the ruling party today transcends partisan politics and should be a concern to us all. At the very least we can learn some very hard lessons from it.

The truth is that the behaviour of Chief John Odige-Oyegun towards the man that single-handedly made him the national chairman of the party, Asiwaju Bola Ahmed Tinubu, is reprehensible.

And neither does this matter begin or end with the way and manner in which the Ondo state governorship primaries were conducted or its final outcome.

It goes much deeper than that...
the Ondo affair is only symptomatic of a much deeper malaise and wider conspiracy to humiliate the National Leader of the APC by forces within his party that are even greater than him.

Those forces represent the hidden hand. They are a small cabal of power-brokers who constitute the leadership of the Buhari-led CPC. These people believe that they were born to rule and that they own Nigeria.

They simply used Tinubu’s old ACN as a compliant and ready piggy-back to catapult their way back to power and once they achieved that they never looked back.

Some of us warned Tinubu at the time about the dangers of riding the tiger and allowing himself to be used by these very dark and sinister forces but he would not listen.

No true student of history could have made such a cataclysmic and monumental error given the terrible experiences of others from the south-west, and indeed the entire south, who collaborated with such ultra-conservative, sectarian and arcane forces with a clear and distinct ethnic and religious agenda in the past.

Such forces can never be comfortable with a well-connected, highly sophisticated, independent-minded, strong, unpredictable, uncontrollable and experienced Yoruba leader and southern gladiator with a June 12th pedigree, a NADECO background, a massive war-chest and a widespread and formidable political base.

They may use him to achieve their objective but they can never trust him or allow him to have control of the party machinery or to wield any real power when it comes to running the affairs of the nation.

Most importantly once they have finished using him it becomes their duty and cardinal objective not just to cut him down to size but also to castrate and render him impotent and eventually destroy him.

That is their way. It is also a classic and vintage Nicollo Machiavelli move. This great writer that has had more influence on political thinking and strategies than perhaps any other author in human history taught us a critical and crucial lesson in his famous 14th century literary masterpiece and treatise on the power game titled “The Prince”. He tells us that the first thing that a Prince must do once he has achieved power is to destroy those that put him there.

And that is precisely what those that seek to do Tinubu in are doing. Worst still they are using his own erstwhile discipiles as a first line of attack against him.

It is not just Odige-Oyegun that has turned his back on him but also his former political protegees and former ACN associates like Tunde Fashola, Ibikunle Amosu, Kayode Fayemi, Biodun Ajimobi, Olorunimbe Mamora, Niyi Adebayo, Rotimi Akeredolu and numerous others.

Pulling the strings from behind the scenes and encouraging and funding the rebellion are hardline Buhari-supporters like my good friend Governor Nasir El Rufai and a number of others.

Their objective is to establish a new political order in the south west which is beholden to them alone, to replace Tinubu as the National Leader of the party and to utterly demystify and crush him in order to prepare the ground for the emergence of a new and more compliant Yoruba running mate for either Buhari himself or El Rufai in 2019.

As a graphic illustration of this interesting and unfolding agenda, the powers that be in the APC, led by Buhari himself, fired six shots at Tinubu inmediately after they formed government.

The first was the Senate Presidency affair and the Bukola Saraki matter which saw the defeat and humiliation of Tinubu’s prefered candidate for Senate President.

The second shot was the Speaker of the House of Representatives affair and the Yakubu Dogara matter which, again, saw the defeat and humiliation of Tinibu’s prefered candidate for the position of Speaker of the House.

The third was the vital issue of Ministerial appointments in which not one single Ministerial nominee of Tinubu’s was accepted and appointed as a Minister by Buhari.

Every single person that he nominated from the south west and elsewhere as Minister was rejected and instead the slots were filled by his political adversaries and/or their nominees.

Many erroneously believe that Mr. Lai Mohammed, who is from Kwara state, was Tinubu’s choice and nominee for Minister of Information but this was not the case.

The person that he nominated for Minister of Information was not Lai Mohammed but Mr. Dele Alake, his former Commissioner of Information in Lagos state.

Again he nominated Mr. Wale Edun, his former Commissioner of Finance in Lagos state, for the position of Minister of Finance but this was rejected and Governor Ibikunle Amosu’s candidate, Mrs. Kemi Adeosun, got the job instead.

This went on across the board for every single person that Tinubu nominated and presented for the position of Minister last year and it was a terrible humiliation for him. It was a dirty slap in his face.

The fourth shot was the James Faleke matter in Kogi state where it was agreed by the real landlords of the APC in the core north that Tinubu must not be allowed to gain a foothold in the north central zone by getting his own Yoruba kinsman and candidate to be elected as governor of that state.

Hence Faleke was ruthlessly dropped and shabbily treated and another person was selected to be the gubernatorial candidate of that state. It worked, Faleke went to court and sadly he lost. That was the end of the story.

The fifth shot is the thorough and systematic, though subtle and covert, humiliation and relegation of Vice President Yemi Osinbajo, a close associate and political protegee of Tinubu and a spiritual son of the reverred Pastor Enoch Adeboye of The Redeemed Christian Church of God (RCCG), to not just a spare tyre as Vice President but also to a very flat one.

Rather than being allowed to participate in the crucial decision-making processes on vital and critical issues of state and governance as any Vice President should, Osinbajo has been kept in the dark about virtually everything and he has little or no power to effect anything.

When such decions are to be debated, discussed and made the Vice President is never invited into the room and neither is he even aware that there is such a meeting going on.

Worse still he is constantly being directed to represent the President at official functions all over the country as if he were more his Personal Assistant, Special Advisor or Minister rather than the Vice President of the country. Osinbajo’s crime is simply that he is loyal to Tinubu and he has refused to dump or betray him.

The sixth and perhaps most devastating shot is the fact that the party machinery has not only been taken away from Tinubu with the effective highjacking of Odige-Oyegun but that it has also opted to do the bidding of his mortal enemies and to fight him.

An eloquent testimony to this disturbing fact is the outcome of the Ondo state gubernatorial primaries where Tinubu’s candidate was edged out and cheated of the nomination by the party leadership.

This was the last straw that broke the camels back and predictably Tinubu has reacted in a very loud, aggressive and profound manner by publicly calling for the removal of the National Chairman of the party.

Yet calling for the removal of Odigie-Oyegun is not enough. The whole situation calls for critical thiking, sober reflection and deep retrospection.

The point that needs to be clearly understood when considering these six shots and the unfolding anti-Tinubu agenda within the APC is the fact that, contrary to all pretensions, President Muhammadu Buhari is part and parcel of it and he is in fact the moving spirit behind the whole conspiracy.

Nasir El Rufai and a number of others are simply the strategists and enforcers. Buhari, Mamman Daura and Abba Kyari are the masterminds.

Given all this one thing is clear: these people want Tinubu dead. If he does not realign quickly and fight hard to save his dwindling political fortunes and empire his APC friends and allies will destroy him in a slow, clinical, sadistic and systematic manner. And they will do it with a big, beautiful and friendly smile on their faces.

The fact of the matter is that, right from the outset, Tinubu failed to accept the fact that he was in bed with demons.

He refused to appreciate the fact that he was sleeping with beasts that are hell bent on eating his flesh, driniking his blood and ruthlessly implementing an ancient ethnic and religious agenda.

He gave them his all, caused them to win an election and trusted them to honor their word and treat him with respect and decorum.

He failed to appreciate the fact that you cannot make a deal with snakes and expect them to honor their word.

He forgot that you cannot wine and dine with cancerous lepers and hungry tigers without ending up being served as the final dish in a long, blood-curdling and Byzantian satanic feast.

Yet if the truth is to be told, no matter what mistakes he may have made, Tinubu does not deserve to be treated in this way.

Up until the Presidential elections were conducted last year he led and held together the south-western wing of the APC with an iron fist and he was the undisputed leader of the APC in that zone.

All four APC governors from the south west and virtually every single party leader waited on his every word and he called all the shots.

Sadly today, just over one year later, he is a caricature of his former self. Today Tinubu can only boast of having the ear and the full support of only two of those govermors, namely Rauf Aregbesola of Osun state, who will NEVER betray him no matter what, and Akinwumi Ambode of Lagos state who will also stand firmly behind him until the very end.

The truth is that Tinubu has lost much ground and political mileage in recent times and, as more daggers are pulled out over the next few months and years it is bound to get worse for him.

Yet that does not mean that he is finished. I say this because he is a tried and tested fighter and a formidable adversary who is quite capable of pulling the whole APC house down.

It would be a fatal error for any of his adversaries, including President Buhari, Vice President Atiku Abubakar or Senate President Bukola Saraki, to underestimate him or dismiss his ability to fight back.

In July 2016, just after my release from detention and during the course of an interview with Channels Television (which can still be viewed on Youtube) Mr. Seun Okinbaloye asked me whether I could ever contemplate going back to the APC and how I thought the ruling party would fare into the future.

I told him that I would NEVER go back to the APC under ANY circumstances. I also told him that in any case by 2019 there would not be an APC, as it is presently constituted, left because the party would have spilt up into three separate and distinct political entities.

I told him that the Tinubu group comprising of men like Baba Bisi Akande, Rauf Aregbesola, Akinwummi Ambode and others would establish one party, the Atiku Abubakar group comprising of men like Bukola Saraki, Rabiu Kwakwanso and many of the former PDP leaders and governors that had left for the APC when President Goodluck Jonathan was in power would establish another and that the Buhari group comprising of men like Nasir El Rufai, Bello Masari, Aminu Tambuwal, Rotimi Amaechi, Rochas Okorocha, Chris Ngige, Ogbonaya Onu, Adams Oshiomole and virtually the entire structure of the old CPC leadership in the core north would constitute yet another. I stand by this prediction.

These three strong and equally forceful factions can be likened to the proverbial three blind yet ravenous wolves.

They cannot stay in the same cage or remain on the same platform for long without tearing each other to pieces.

Eventually they will all go their separate ways and, hopefully, contend with a newly-branded and reinvigotated PDP in the field of battle in 2019.

What we are witnessing today in the ranks of the APC is the beginning of that bitter separation and messy divorce and it is going to get far worse.

It will be loud, bitter, acrimonious and rancorous and many political empires, careers, and aspirations will be destroyed as a consequence of it.

My hope and prayer is that the PDP, which is also going through its own rigorous process of redefinition and reinvigoration, can get its act together before then, take advantage of the situation, pick up the pieces and win the presidential election in 2019. I am sure that we will.

Meanwhile my advise to Asiwaju Bola Tinubu is to watch his back, consolidate his base, fight his enemies, reach out to new friends, accept the fact that he is at war and sleep with one eye wide open. The truth is that it will get far worse before it gets any better.

REVEALED | How I Got $4million From Jonathan’s Aide

A witness has opened up before the Federal High Court sitting in Lagos how he got $4million cash from former President Goodluck Jonathan’s ex-aide Waripamo-Owei Dudafa.

It was during the trial of the former Senior Special Assistant of Domestic Affairs to the ex-President on a 23-count charge of concealment, retention of proceeds of crime, and failure to furnish information, before Justice Mohammed Idris.

A Bureau de Change operator Murtala Abubakar said he received about N1.6billion

from Mr. Dudafa through five companies – Pluto Properties and Investment Limited, Avalon Global Property, Rotato Interlink Services, Seagate Property and Ebiwise Services Limited – between 2013 and 2015.

Dudafa is standing trails with Joseph Iwejuo.

The witness said he had known Mr. Dudafa since his days as Commissioner for Local Government in Bayelsa State

“He (Mr. Dudafa) usually sent two of his employees – Festus and Jahman – with dollars in order to change same and deposit the naira equivalent into specific accounts he provided via text messages,” said Mr. Abubakar.

The witness said he received those text messages from Mr. Dudafa on his Samsung mobile phone. The mobile phone and an Ownership Attestation Form were admitted and marked as Exhibits E and E1 respectively.

When asked whether all the instructions on how to disburse the money were received via text messages, Mr. Murtala replied in the affirmative; but added that in the last transaction, Mr. Dudafa invited him to the Presidential Villa and handed to him $4 million cash.

The witness was confronted with exhibits A – B3 in which he identified all the transactions that transpired between himself and Mr. Dudafa from 2013 to 2015 both from his companies’ accounts and his personal account.

I Can’t Tell When This Recession Will End – Finance Minister

The Minister of Finance, Mrs. Kemi Adeosun, has said she cannot predict when Nigeria will get out of the current economic recession. She, however, said that some of the efforts of the government to reflate the economy had started yielding results.

Speaking during an interview in Abuja, the minister said:

“I don’t want to predict when we will get out of recession. Let me tell you that we'll get into growth and that’s how you get out of recession, because of the stimulus that we are providing.

“And it may take longer than we would like, but we will definitely get out of it. We are already seeing some positive signs in agriculture and solid minerals; and with what we are trying to do with other sectors, I am very sure we will get out of it soon.”

Respected human rights lawyer, Femi Falana has responded to requests by a former Governor of the CBN, Charles Soludo asking him to retract an earlier statement that he gave a large chunk of Nigeria's foreign reserve to several commercial banks to manage.

Soludo asked the lawyer to retract the statement and offer an apology to him. But Falana responded swiftly, stating that he owes Soludo no apology for speaking the truth about his conduct in office.

Read Falana's official reaction below:
On October 3, 2006, the Central Bank of Nigeria under the management of Professor Chukwuma Soludo gave a loan of $7 billion to 14 commercial banks in Nigeria. The loan was confirmed by the Head of the CBN Corporate Affairs, Mr. Festus Odoko when he announced that "deposits worth $7 billion representing the apex bank's share of the foreign reserves estimated at $38 billion has been released to the consortium of bankers." (The Guardian newspaper of 5/10/2006)

Barely four days later, a respected economist, Mr. Henry Boyo challenged the illegal claim that the $7 billion was a "share" of the CBN in the nation's foreign reserves. Since the funds belong to the three tiers of Government by virtue of Section 162 of the Constitution Mr. Boyo rightly stated that "the Senate and the House of Representatives would have defaulted in their constitutional duties if CBN is not invited to defend why $7 billion of our reserves should be 'given' to 14 banks without oversight approval." (Vanguard newspaper of October 9, 2006).

Having confirmed that the banks have failed to liquidate the said $7 billion loan, I have asked the Economic and Financial Crimes Commission to investigate the illegality of the loan and recover same together with other huge funds which have been criminally diverted or withheld from the Federation Account.

With respect, the denial of the $7 billion loan by Professor Soludo has supported the request for a thorough investigation of the allegations contained in my petition. However, having regard to the facts and circumstances of the controversial loan, Professor Soludo may wish to direct his demand for the apology to Mr. Festus Odoko!

NASS: Hon Jibrin risks jail term

The hunter may soon become the hunted in this budget padding saga. The former Chairman House of Reps Committee on Appropriations, Hon. Abdulmumin Jibrin, risks 12 months in jail, suspension or a fine of N200 if convicted of allegations of misconduct.

Jibrin is currently being investigated by the House Committee on Ethics and Privileges for acts of misconduct following several public utterances considered to be targeted at bringing the leadership and members of the House to public ridicule.

The Ethics Committee began hearing into the matter on Friday with a testimony from the sponsor of the motion that led to the hearing, Emmanuel Orker-Jev.

Orker-Jev, in his testimony said Jibrin’s utterances maligned and defamed the House, and incited members of the Nigerian public against the members.

He also said he was constrained to sponsor the motion after several of his colleagues approached him with evidence that Jibrin’s allegations not “only offended them, but also infringed on the integrity of the House as an institution.”

The lawmaker, had in his motion accused Jibrin of several breaches of the privileges of the House of Reps, members of the House and provisions of the National Assembly Legislative Houses Act.

Orker-Jev tendered evidence of reported statements, where Jibrin accused the House of corruption.

He cited some of Jibrin’s utterances as captured on the pages of newspapers to include: “As it stands today, these corrupt elements have infected the House, making the institution a hub of systemic corruption.

“I repeat, there is massive individual and systemic corruption in the House of Representatives. And all Nigerians have a responsibility to avail themselves of this rare opportunity to flush out corruption in the House.”

Orker-Jev explained that based on provisions of section 24 of the Legislative Powers Act, if found guilty, Jibrin is liable on conviction to “12 months in imprisonment or a fine of N200.”

This, he explained, is if the matter is handled by the Office of the Attorney-General but in the case of the House of Representatives, he could be suspended for six months.

However, Jibrin earlier gave conditions under which he would appear before the committee.

According to him, he would only appear before the committee if civil society organisations, labour unions, student groups and members of the public are allowed to observe proceedings.

Jibrin had in a letter dated September 23, 2016, addressed to the committee Chairman, said he was surprised that instead of the committee addressing the allegations against the Speaker and those accused of corrupt practices, he was being put on trial.

You Are Respected Everywhere, Ban Ki-moon assures Buhari

The United Nations Secretary-General, Ban Ki-Moon, has hailed President Muhammadu Buhari for his war against corruption and terrorism. He told Buhari that leaders across the world respect him for giving Nigeria a positive image.

President Buhari’s Special Adviser, Media and Publicity, Mr. Femi Adesina, in a statement quoted Ban Ki-Moon as saying this during a bilateral meeting with the President on the sidelines of the 71st UN General Assembly in New York.

The UN scribe was quoted as saying:
"You are highly respected by world leaders, including myself. Your person has given your country a positive image."

He said the UN recognised the achievements of Buhari administration against Boko Haram, urging that human rights be upheld always, to prevent a repeat of the scenario being witnessed in Syria.

Ban Ki-moon also thanked Buhari for his commitment to issues on climate change, adding that the government should “own the Sustainable Development Goals,” for the good of its citizens.

I will not appear before ethics and privilege committee unless...-Abdulmumin Jibrin says

The house of Representatives Wednesday mandated it's committee on Ethics and privileges to hear the allegations of budget padding leveled against the Speaker of the House, Yakubu Dogara and 13 other lawmakers by sacked Chairman of the House committee on Appropriation, Abdulmumin Jibrin. Jibrin in this statement he released this evening, says he will ot appear before the house committee unless it's hearing is made public. His statement below:

I attended the sitting of the House today and carefully observed the proceedings concerning the allegations of budget fraud and corruption I leveled against Speaker Dogara and 3 other Principal Officers. But rather than open up the matter for discussion in view of the public interest it has generated and allow me to brief my colleagues, an opportunity I have been denied for several months, Mr Speaker deployed some legislative tricks and theatrics to save the day.
In a move that smacks of abuse of process, Speaker Dogara granted under point of order, an opportunity to the Chairman of Business and Rules Committee who started with a speech then suddenly transited to a motion under privilege - a clear case of manipulation and gross abuse of the House rule. This is the easiest resort since the attempts to secure a vote of confidence had woefully failed.
The motion was therefore passed and referred to the Committee on Ethics and Privilege with one week to submit its report.
The grand plan is to dilute the ongoing external investigation by the police and EFCC and use the Ethics Committee for a soft landing.
But what happened on the floor of the House today is just the end of another beginning. I have never lived with the illusion that this matter will be a sprint, knowing the deeply rooted corrupt interest of a few cabal in the House headed by Speaker Dogara. I have all the stamina and agility to go the marathon and ensure justice is served. I have said repeatedly I stand by my allegations and will continue this struggle to expose the 2016 budget fraud and corruption in the House even if I am alone.
Many members of the House, including myself, completely disagree with this approach because it will mean that the Speaker is superintending over his investigation and that clearly makes him a judge in his own case.
The allegations I raised are too grievous to be reduced to such process open to manipulation and teleguiding. I will therefore continue to cooperate with the anti-graft agencies who are already investigation the matter and will also proceed to build a massive coalition with Civil Society Organisations and other well-meaning Nigerians to ensure that this matter is not swept under the carpet of the Green Chamber. The House of Representatives belongs to Nigerians not only the 360 members.
Despite all these and since I can substantiate the allegations I raised with cogency, I will take up the opportunity provided by the Ethics committee to state my case under the condition that the hearing will be public and will allow the Press, CSOs, NGOs, NLC, ASUU, NANS, NBA and the general public to witness the entire proceedings.
This is the only way that I can have the comfort and confidence that the proceedings, the investigations and the outcome will not be manipulated or compromised. I am ready to appear before the committee even today if the proceedings will be public. Predictably, in his speech, Mr Speaker tried to drag the entire House into the matter to give the impression that the entire House is the accused.
I wish to state for the umpteenth times that the allegations I raised are against the quartet of Speaker Yakubu Dogara, Deputy Speaker Yusuf Lasun, House Whip Alhassan Doguwa, Minority Leader Leo Ogor and few other members NOT the Honourable House as an institution. You will recall that Mr Speaker had tried unsuccessfully in the past to drag other institutions and even individuals outside the House into this matter. It will be tragic if the House condones a situation where some few corrupt members will commit offense then use the institution of the House as a shield to evade justice. This is the script Speaker Dogara is trying to implement.
It is a known fact that the Speaker was able to rally support at the zonal caucus meetings he organized Monday night, applying heavy blackmail on members which involves issues of systemic corruption. I wish to call on members to live above such blackmail and deal urgently and decisively with these allegations of individual corruption by the Speaker and few others. Anything short of this, will drag the entire House into a scandal that it has never witnessed. This is what the Speaker and his few cabals want. Typical of a drowning person, he wants everybody to go down with him. We must not allow ourselves to fall into his trap.
The bad news for Nigerians is that in the face of such grievous allegations against the Speaker, which members are aware of, and his decision to sit tight, he has become a lame duck Speaker. But even more painfully is the fact that we will continue to call though in the short run such fraudulent and corrupt persons in Dogara, Lasun, Doguwa and Ogor number 4 citizen and principal officers of the House respectively.
Let me use this opportunity to reassure Nigerians that the struggle has just begun.

God bless.

Nigeria Needs Progressive Economic Policies – Sanusi

A former Governor of the Central Bank of Nigeria and Emir of Kano, Muhammadu Sanusi II, has said that the country needs policies that will boost economic growth.

Sanusi spoke in Lagos on Wednesday at the public presentation of Funmi Oyetunji’s book, ‘A Conscious Life’.

“We need to think through what we do and on the bigger picture too by coming up with policies that will lead us to where we simply want to go,” he said.

The emir, who was recently in Rome for Pope Francis’ meeting with religious leaders and refugees on the occasion of the Assisi Peace Day, also stated that most of the religious crises being experienced in the country and the world at large had roots in poor economic policies and bad governance.

“Being an economist, my perspective has always been that a lot of the problems we think are religious do have roots in bad economics and bad policies that create poverty and therefore lead to conflicts,” he said.

The Chief Executive Officer, Stanbic IBTC Holdings, Mrs. Sola David-Borha, said that beyond the personal usefulness of the book, it was a call on state governments to create wealth rather than depend on statutory allocations.

She added that it was also a call on the relevant authorities to open up the country’s financial market with minimal restrictions on the entry and exit of funds.

“Our market should be able to create wealth in a sustainable manner. If we focus on wealth creation rather than sharing of money, we will be able to put the nation on the trajectory of growth,” she said.

The former Chairman of Punch Nigeria Limited, Chief Ajibola Ogunshola, who wrote the foreword of the book, said a lot of research went into its production.

“I am amazed at the volume of research that went into the production of the book,” he said.

The author, who is also the Chief Executive Officer of Abitos Financial Services, said the book was a call on the nation and its people to become more conscious on both social and personal issues.

“It is a clarion call for people to be awake in living their lives and not just to go by the flow. The inspiration came from counselling young people and seeing that there are no clear directions on how most of them are living their lives. For those who read, they should be able to reassess their own lives after reading this book,” Oyetunji said.

EFCC freezes Patience Jonathan’s personal account with $5m

The Economic and Financial Crimes Commission has frozen Patience Jonathan’s personal account, titled ‘Patience Ibifaka Jonathan’, which is domiciled in Skye Bank Plc.

Credible sources within the agency disclosed that the move had become necessary due to the prima facie case established against former President Goodluck Jonathan’s wife.

As part of investigations into diversion against a former Special Adviser to ex-President Jonathan on Domestic Affairs, Waripamowei Dudafa, the anti-graft agency had frozen four companies’ accounts in Skye Bank with a balance of $15,591,700.

However, before the EFCC could arraign the four companies in court, Jonathan’s wife deposed to an affidavit, claiming that the money belonged to her.

The EFCC said it is good that Patience Jonathan took them to court by herself, so they will do their job as is expected by the law.

‘Why We Withdrew Our Children From Private Schools’ | Vanguard

AS school children resume from the long vacation, Vanguard investigations revealed that parents have commenced withdrawing their children from private schools to public ones, attributing their action to the harsh economic situation in the country.

Parents and school owners, who spoke to Vanguard yesterday, lamented the bad economic situation, with proprietors stating that since resumption their schools have been witnessing a low turnout of returning pupils. Mrs Gladys Adewumi, whose three children were in Living Joy Nursery and Primary School, Ikorodu, said she withdrew two of her children from the private school to a public school when it was apparent her husband could not cope financially.

Adewumi said: “I operate a beauty salon and my husband is a plumber and we have three children in a private school.

For about a year now, my husband has not been able to live up to his financial responsibility to the family, which led to over N100,000 indebtedness to the school.

“To reduce the financial burden, we agreed to remove two of our children from the private school to a government school at Elepe.

“The challenge I may encounter now is the distance between our residence and the school, which is about five miles.” School owners speak On his part, the proprietor of Gosfat Nursery and Primary School, Agege, Mr. Gosfat, lamented that “the recession has affected every home.” Regretting the heavy toll it has had on his school, Gosfat said: “Most parents have withdrawn their children and wards and taken them to public schools despite the fact that our fees are low.

“Last term, because of the economic situation, I reduced my school fees by 100 percent. Yet, most parents still find it difficult to pay.

“The only reason they (parents) are giving me is that there is no money. We have the same market system. What affects the top, affects the bottom. This new term alone, I have lost over 20 of my students as a result of the recession. This has never happened before.” However, the Proprietor of Tob Land Nursery and Primary School, Agege, disclosed that almost 75 percent of the parents are unable to pay their children’s school fees and for stationeries due to the recession.

The school administrator also noted that he could not increase tuition fees as a result of the country’s ailing economy. He said: ‘’Right now, parents have withdrawn their children to public schools. About 15 students from my school have been taken to public schools.

Some parents are even trying to give their children double promotions and if you do not do that for them, they will take their wards to other schools.” ‘We went round encouraging parents’ Meanwhile, the Proprietor of Desoar Nursery and Primary School, Ikorodu, Mr. Samuel Ojo, who lamented the devastating effects of the recession, noted that even after the long vacation, many students are yet to resume.

His words: “Having had the foresight of the austerity, I and my staff had gone to some parents, encouraging and instilling hope in them. We will still go back to them again, because I know many are planning to take their children to public school.” The situation was similar at Wiseman Generation School, Ikorodu.

The school proprietress, Mrs Peace Omar, said that many students were yet to resume from vacation, adding that the situation was not unconnected to the recession. Mrs Omar said: “I know of a parent who has withdrawn her child to the public school.

“As a result of the current economic hardship, we have decided not to increase school fees, yet parents are not satisfied. The last time we added N2,000 to the school fees, parents complained.”

Dogara begged for forgiveness over Budget Padding – Jibrin

Former Chairman, House of Reps Committee on Appropriation, Abdulmumin Jibrin, has insisted that Speaker Yakubu Dogara must resign to allow for independent investigation into budget padding.

Jibrin told newsmen today in Abuja that some members of the lower chamber were already plotting to impeach Dogara if he fails to step aside or resign.

Jibrin alleged that the speaker on Monday begged members of the North-East caucus in the House for forgiveness over his role in the alleged padding of the 2016 budget.

He, however, said that the request was rejected. NAN reports that Jibrin said Dogara’s request that the matter should be investigated internally is not tenable as the rule of the House stated otherwise.

He said, “When a grievous allegation of this nature is raised, there is a laid down rule to investigate such issue and it should not be investigated internally.

“The speaker should step down for proper investigation. Nobody is hunting him, but he should step down for a committee to do its work and investigate the issue.

“The speaker begged us that we should forgive him. He also begged for the principal officers. He said that the House should forget what happened in the 2016 budget.”

He said that he was not bothered if the House would suspend him for his actions, maintaining that he was “prepared for the worst because I know the risk I am taking; I am on the part of history.”

Corruption Has Damaged Nigeria, We'll Fight It – VP Osinbajo

OFFICE OF THE VICE PRESIDENT
It is important that Nigerians insist that the problem of corruption must be dealt with considering the extent of the damage it has caused the country's economy.

Vice President Yemi Osinbajo, SAN, made the assertion on Tuesday while receiving a delegation of the University of Lagos Alumni Association that paid him a courtesy call at the Presidential Villa.
"We've watched corruption fighting back, some people even said bring back corruption, but not the man on the street," according to Prof. Osinbajo who added that the nation has witnessed excessive corruption.

Said he: "No economy can tolerate the level of corruption seen in Nigeria without consequences. Look at the Northeast, while a war is going, Nigerian lives being lost, some local governments had been taken over, and yet people cannot account for $15b meant for security equipment purchases."

"The corruption has been so much. Look at the sheer amount of money stolen and decisions taken that fuels corruption, decisions taken just with the sole aim of cornering national resources," the Vice President lamented.

While explaining the Buhari administration's approach to the fight against corruption, the Vice President noted that "we are not sitting down focussing on it, all we do is to empower the relevant agencies EFCC and co to do their jobs. Our main focus is the national economy."

Continuing he said "what catches our attention is the kind of discoveries we get and hear of daily." But he observed that Nigeria is still blessed with honest people, adding that as a nation it is important to pay serious attention to issues of integrity.

According to him, regarding the current government, "I can say is one that is completely focussed on dealing with issues that concerns this country. I work everyday with the President so I can say so. He is totally focussed on how to make this country a better place to live."

The UNILAG Alumni Association was led by Dr. Sunny Kuku who noted the group's support for the Buhari administration, expressing readiness to assist in any way necessary. He said the members of the Alumni Association were proud that one of them rose to the high office of the Vice President. Prof. Osinbajo said he was glad to receive the group in his office and grateful to be honored with the Distinguished Alumni Award.

How Nigeria Can Tackle This Thing Called Corruption – Ribadu

The pioneer chairman of the Economic and Financial Crimes Commission, Nuhu Ribadu on Monday said Nigeria should invest more in education in order to curb corruption in the country.

Ribadu said if people were better educated, their ability to filter right from wrongdoing would attain an appreciable level.

“Education is important to this process. Citizens need to be sufficiently educated to be able to sieve right from the wrongs and demand for what is right.
“The big question is, how do we tackle corruption and minimize its cancerous spread on this our ladder that is public life? How do we stop the termites from eating off the parts that make up this ladder, that may stop our country from ascending to the Eldorado of progress?”

The observation was amongst the 12 recommendations Mr. Ribadu proposed to solving Nigeria’s endemic corruption when he spoke at the 2016 Annual National Management Conference organised by the National Institute of Management (Chartered) in Abuja.

Mr. Ribadu, who spoke on the theme: ‘Minimizing Corruption in Public Life’, decried the pervasive graft in Nigeria and said the time to address the scourge is now.

Ribadu also used his speech to urge transparency, saying an opaque public service is undesirable as it encourages corruption.

“Transparency should be the keyword in all government businesses; from budgeting to award of contracts and even employment. Lack of transparency is the first thing that sows the seed of corruption.”

“Honesty has to be lifted to the position of a prized and rewarding national value. Criminals should not be celebrated as heroes on account of their wealth.

“All government expenditures should be budgeted. Extra-budgetary spending should be criminalised and security votes should be completely phased out,” Mr. Ribadu said.

The 12 recommendations, which include a proposal on cash transactions, subsidies and deployment of technology for efficient procurement in the public service, are listed as follows.
Leadership is essential. Leadership at all levels should be beyond reproach to provide the needed example. There should also be the will to apply the sanctions. As I have pointed out several times, lack of will by the political leadership to prosecute the war against corruption takes us to nowhere. The political leadership should be determined and it should be seen to be serious about it.
Honesty has to be lifted to the position of a prized and rewarding national value. Criminals should not be celebrated as heroes on account of their wealth.
All government expenditures should be budgeted. Extra-budgetary spending should be criminalised and security votes should be completely phased out.
Transparency should be the keyword in all government businesses; from budgeting to award of contracts and even employment. Lack of transparency is the first thing that sows the seed of corruption.
Smart technology should be deployed in procurement process to give room for transparent and accountable system of doing business.
Cash transactions should be completely abolished or minimized as much as possible. With electronic movements of cash everything could be within watch and can be tracked.
We should weed out corruption in our electoral process. If corruption thrives in the way leaders are brought to offices, we are indirectly bringing corrupt people to power and thus perpetuating corruption.
The civil society and the media should be encouraged to be very vigilant and honest watchdogs of all systems. Whistle-blowers must be encouraged and protected.
Red tapes and administrative bottlenecks in the bureaucracy should be tackled. Reducing unnecessary process will cut down tendencies of corruption as people need not to bypass established rules to accomplish any task.
Subsidies should be phased out by the government to stop all the haemorrhage and abuse. As a discretionary intervention, subsidies on whatever service or product is very much prone to corruption by both the beneficiaries and those managing it, as we have seen with petroleum subsidy in this country.
Education is important to this process. Citizens need to be sufficiently educated to be able to sieve right from the wrongs and demand for what is right.
Lastly, at the root of achieving all these is a resolve by all Nigerians individually and collectively to not compromise. We must resolve to shun corruption entirely by taking a stand that ‘I will not take bribe again’ no matter the consequences. Time will come when there will be no takers!

DETAILS: Senators & Reps have 2,570 aides, some earn up to N950,000 monthly

The 469 members of the 8th national assembly have at least 2,570 aides, an investigation by NAN has revealed.

Out of the number, 700 aides work for lawmakers in the senate, while the remaining 1,870 are engaged by house of representatives members.

In addition to the regular aides, the principal officers of both chambers have special assistants, senior special assistants and special advisers of varying numbers.

This category of aides, it was learnt, have a monthly salary of a minimum of N950,000
which was recently reduced to N400,000 by the current management of the assembly. All the aides are paid from the coffers of the assembly.

As provided in the national assembly act, each lawmaker, excluding principal officers, is entitled to five aides – one senior legislative aide, two legislative aides, a personal assistant and a secretary.

It was discovered that in the provision, president of the senate is entitled to 45 aides, his deputy 30 and 20 each for principal officers.

Similarly, speaker of the house of representatives has 35 assistants, deputy speaker 15 and 10 each for the six principal officers.

The monthly emolument of the aides, which ranged from N150,000 to N250,000, sources close to the assembly said, has been reduced to between N75,000 and N180,000 by the current leadership of the assembly.

BUt NAN gathered that some lawmakers, especially principal officers have more than the statutorily approved number of aides in their employ, who also draw their salary from the assembly’s funds.

It was also revealed that many legislators draw the emolument of their aides from the assembly’s funds but pay them fractions. Some of the lawmakers employed only one or two aides but are collecting the full salary for the five aides they are entitled to.

This act was discovered to be perpetrated more by the members through their constituency offices, which they are mandatorily expected to have in their areas but they deliberately don’t.

They submit names of non-existent staff in the constituency office to the national assembly service commission and collect their entitlements directly.

An aide to a senator from the South, working with him in Abuja, told NAN that he had never heard of other aides or office that his boss has in his constituency.

“All of us, his aides are here; it is only when he is travelling to the state that he goes with the senior legislative aide and his younger brother,” he said.

“The brother works with him; he is not documented but he is in charge whenever he (the boss) is not around. But, all of us are always in the office in Abuja; I do not know of assistant or aide he has at the constituency level or in the state.”

The source declined to disclose his salary, allowance and pay point, but said the emolument depended on the grade of the aide.

He, however, disclosed that the least paid aide earned N120,000 from the assembly commission.

The lawmakers contacted on the issue declined to comment, with some of them claiming that they were complying with the rules.

The clerk of the national assembly and officials in his office also rebuffed enquiries on the issues.

Reacting to the findings by NAN, some stakeholders called for reduction in the number of aides working for federal lawmakers and a slash in their pay. They told NAN that the reduction is necessary in view of the current economic challenges facing the country.

EFCC Seizes Three Mansions From Ex-Governor Shema

Detained former Katsina State Governor Ibrahim Shema’s three mansions have been seized over his alleged involvement in a N74.6billion fraud. The big houses remain seized until the Economic and Financial Crimes Commission (EFCC) concludes its probe of the allegation.

Shema was subjected to another round of grilling by the commission. Operatives of the anti-graft agency stormed Katsina on Monday following preliminary interaction with the ex-governor.

The detectives sealed off the ex-governor’s houses at 1 GRA Modoji Road, Barhim Estate, Madachi Road and Makera Estate, Kirni Road.

A source in EFCC, who pleaded not to be named, said:
“Our investigative team on Monday grilled the ex-governor for some hours on more contracts executed during his tenure.

“Also, in line with the ongoing probe, we have placed three houses of the ex-governor in Katsina under Interim Assets Forfeiture – in line with Sections 28 and 34 of the EFCC (Establishment Act) 2004 and Section 13(1) of the Federal High Court Act, 2004.”

Section 28 of the EFCC Act reads: ‘Where a person is arrested for an offence under this Act, the Commission shall immediately trace and attach all the assets and properties of the person acquired as a result of such economic or financial crime and shall thereafter cause to be obtained an interim attachment order from the Court.’

Section 13 of the Federal High Court Act reads in part: “The Court may grant an injunction or appoint a receiver by an interlocutory order in all cases in which it appears to the Court to be just or convenient so to do.

“Any such order may be made either unconditionally or on such terms and conditions as the Court thinks just.”

Responding to a question, the EFCC source told The Nation that: “We have restricted the movement of the ex-governor to the country until the conclusion of the investigation. Shema is still in our custody. We have a warrant to detain him for a while.”
